Gotham, a city under the thumb of organized crime and political corruption. While Gotham's high society live in lives of lavish luxury, the city streets are cesspools of violence, extortion, and even insanity. With such a crime rate, it would be expected that Gotham's police force would be working overtime to bring order back to the streets, but in Gotham the good cops always seem to disappear before they can make an impact. Many have grown frustrated with Gotham's finest, and have turned to dolling out vigilante justice on the wrong side of the law. It started with the Batman, a horror to every thug on the east sides ears. Many believe him to be a myth, used to cover up vigilante activity by many throughout Gotham. Then came the imitators, other masked heroes living beyond the limits of the law in search of justice. Many have died, while others thrived on.
Then came the lunatics. Drawn to these professional crime fighters Gotham has become a playground for those strong enough to compete with the bat. If anything, Batman was the catalyst for darker days in Gotham. The criminal underbelly of the city has begun to crawl out from the shadows, boldly seeking challenge.
